We are not there to enforce that. We are there because a roofer standing at a chimney flashing is one of the very few trades who will ever be in a position to see whether anything is there at all. On houses built before that provision was enforced locally, the honest finding is frequently that nothing is. That is not a comfortable sentence to write and it is the true one.
The parapet line comes from the existing building code appendix that Memphis and Shelby County adopted. It sets a maximum unbraced parapet height as a ratio of wall thickness, tightening to 1.5 where the one-second design acceleration reaches 0.4g, and requires at least twelve inches of parapet above any wall anchor. Memphis sits close enough to that threshold that measuring is cheaper than assuming.
The rest of the report is ordinary roofing and gets the same treatment. Slope by slope, photographed, with the layer count, the deck type where visible, the condition of every penetration, the flashing at every wall junction, and an estimated remaining service life for each plane rather than one number for the building. It arrives as a dated photo report you can read from another state, which matters in a city with this many out-of-town owners.
Then the limit of what we do, stated plainly. We are roofers. If the finding is an unreinforced chimney above the roof line or a parapet outside the table, that is a structural question and we hand it to a Tennessee-licensed engineer rather than pricing it ourselves.
